Constituency Monitoring Committee (CMC) Proposal Guidelines Part One
- The following CMC Proposal Guidelines have been developed by the NTA to assist Constituency Monitoring Committees (CMC) to undertake Citizen Demand for Accountability activities in their constituency that will lead to measurable improvements in the provision of government services and/or the management of devolved funds.
- The CMC Proposal Guidelines are in two parts. This Guideline covers Part 1. Once the CMC have completed the activities explained in these Guidelines then they can implement Part 2.
- Upon receiving these Guidelines the RCO is required to organise a half-day meeting with all CMC members in each constituency. The purpose of the first meeting is to:
(i) clarify the role of CMCs under the NTA;
(ii) introduce the Citizen Demand for Accountability Grant; and,
(iii) explain the CMC Proposal Guidelines Part 1. - RCOs organising the half-day meeting must choose a time and day that is convenient for CMC members to attend. Hold one meeting per constituency.
- The RCO is authorised to pay for the costs of the half-day CMC meeting. The costs that will
be covered are:
1. hire of the meeting venue;
2. morning tea and lunch for all CMC members;
3. basic materials for the meeting, such as flip chart paper and pens;
4. photocopies of these Guidelines – one per CMC member; and,
5. transport allowance for each CMC member attending. - The RCO will be the lead meeting facilitator for the half-day CMC meeting. The RCO can decide to invite CMC members to jointly facilitate the meeting, however they must read these Guidelines before the meeting so that they fully understand what needs to be done.
- The RCO should make good quality copies of these Guidelines for each member of the CMC. These documents should be given out on the day of the half-day CMC meeting, not before.
- The RCO must follow the instructions closely as they are written in these Guidelines. The RCO must read aloud all of the content with — dash symbols. And any other content that you think is important.
