Scoping Study, Public Security Services in Kenya
In 2009 the National Taxpayers Association (NTA) commissioned a Scoping Study of Public Security services in Kenya to: better understand historical trends in security services reform in Kenya; and, explore opportunities to partner with the Government of Kenya to improve the delivery of security services. Two research methods – secondary data analysis and semi-structured in-depth interviews - were used to collect data which is the basis for the following report. The focus of this study is fearbased insecurity. Fear-based insecurity emanates from acts of terrorism, sexual violence and other organised crimes, while want-based insecurity considers human deprivation of basic needs such as food, health and human rights as potential sources of conflict.
