Our Focus Areas

Strategic Programme Focus Areas are the key areas of performance for the NTA in a given time period. Arising from the situation analysis, as well as the core functions, the NTA will focus on the following three strategic programme focus areas.

Building Citizen Demand and Strengthening Government Service Delivery Programme

In this first strategic programme focus area, the overall strategic objective which the NTA aims to achieve is to engage established networks that will leverage NTA’s efforts in meeting requirements of the citizens demanding for public delivery of quality services. Specific strategies which have been identified to drive this broad goal will include:
  • Facilitating access to information and public participation in legislation;
  • Applying County Based Effective Framework (CBEF) that provides a structure at the County level and NTA can partner with in enhancing service delivery to enhance efficiency and effectiveness;
  • Sensitizing the public on their rights and what they expect from National Government and their respective county governments;
  • Reforming the County Accountability Network to include other stakeholders;
  • Setting up Action Groups and use NTA networks to demand for the supply of public services; and,
  • Demanding for the Public Service Charter and ensuring that the citizens hold the public accountable.
  • The key strategic objective of the programme focus areas is to: develop and coordinate mechanisms that will contribute to enhancing public performance and delivery of services. In order to achieve this objective, the following specific strategies are required:
  • Developing and implementing robust systems on education, health, tax justice, public finance management, revenue;
  • Promoting collaboration, networks and partnerships with National Government, County Governments, Ethics, Anti-Corruption Commission (EACC), Office of Attorney General (OAG), Office of Auditor General (OAG); and,
  • Strengthening NTA structures to enhance efficiency and effectiveness.
  • Communication and Knowledge Centre

    The strategic programme focus area aims to:
  • Improving participation of citizens in public affairs;
  • Increasing awareness, access and use of public information; and.
  • Applying technology and innovation value drivers to disseminate public information to users.
  • A number of specific objectives have been identified to achieve these goals. The strategies required in this strategic program focus area include: Promoting collaboration, networks, partnerships with National Government and County Governments and integration amongst broadcasting TV stations, Radio FM stations in all vernacular languages; Expanding use of the social media including: website, twitter, facebook, and coordinating office newsletter;
  • Developing communication strategy;
  • Incorporating and implementing a communication plan for NTA and all stakeholders;
  • Developing a framework for disseminating and accessing of public information; and,
  • Improving user friendliness of the public information and dissemination systems
  • The strategic objectives for this strategic programme focus area are to:
  • Building a Knowledge Centre in East African Community (EAC) that will generate and provide accurate, relevant, reliable and suitable information on tax matters;
  • Establishing knowledge nodes to facilitate performance of public services, information dissemination, information exchange, and networking;
  • Establishing collaboration with research institutes, universities both local and international that will undertake research on tax regimes; and,
  • Establishing knowledge incubation hubs in counties for business, vocational training, and exchange programmes.
  • Specific strategies to pursue these strategic objectives include:
  • Developing partnerships with international research institutes on tax regimes;
  • Developing partnerships with National Government and County Governments, Development Partners and private sector;
  • Establishing networks for learning, information exchange, knowledge sharing, and development of talents; and,
  • Enhancing partnership development with County Governments.
  • Tax Justice, Research and Development

    The key strategic objective of this particular strategic programme focus area is to promote suitable tax regime and tax structures. Underlying this strategic objective are specific strategies key among them include:

     

    • Undertaking research on key tax issues;
    • Identifying types of taxes;
    • Assessment of tax regime to promote fairness and justice;
    • National and County governments tax measures focusing on fairness and justice;
    • Regional tax harmonization.
    • NTA taking a lead and joining national, regional, and global tax justice campaigns, regional tax harmonization for corporate and individual tax regime;
    • At the global level focus on Kenya’s stand on corporate tax, international tax structure which facilitate profit shifting;
    • Partner with key institutions for example Universities to review policies and sensitize decision makers and the public;
    • Contributing to and influence policy change;
    • Parliamentary engagement in relevant committees and the technical working committee;
    • Undertaking research on State obligation vis a vis what works best;
    • Undertaking assessment and awareness creation on tax exempt groups for example people living with disabilities;
    • Undertaking research on exemptions for example Economic Processing Zones (EPZs);
    • NTA coordinating offices to put in place county based tax networks and building to the national level;
    • Partnering with Kenya Revenue Authority (KRA) to educate people on their tax obligations and rights;
    • Writing articles on tax justice to educate the public, and publishing in blogs and newsletters;
    • Supporting Awareness Creation;
    • Sealing loopholes for Rates collection at the county level;
    • Capacity enhancement of tax collectors;
    • Harmonization of licensing regime at the county level;
    • Supporting county domestic resource mobilization;
    • Building on the ongoing work;
    • Alternative financing for development;
    • Undertaking strategic studies on corporate entities;
    • Quantifying tax evasion/avoidance and linking with service delivery and development implications;
    • Monitoring tax havens and double taxation;
    • Supporting research;
    • Developing royalties for local communities;
    • Providing Administrative support;
    • Undertaking petitions; and,
    • Enhancing partnerships with oversight institutions for example Ombudsman, Auditor General, EACC.
    • The NTA recognizes the central role of research and development in generating information required to support arguments for delivery of high quality public services and enhanced performance. To this end, the following strategic objectives have been identified:

      • Supporting research and development to generate informed scientific based reports.
      • Supporting research that will involve undertaking cutting edge research on tax and governance issues in Kenya and the EAC Region;
      • Enhancing development that will involve: a) Training citizens’ organization and government institutions that work on tax and governance issues; b) Inform debates on tax and governance issues in Kenya and EAC Region; and c) Informing NTA programming development for effective evaluation. To achieve these strategic objectives, several specific strategies have been identified and key among them will include: Support knowledge generation on tax and governance issues; Enhance monitoring and evaluation of development programmes and public service delivery; Policy and legislation analysis in finance bills building up on NTA previous work that included: budget, Revenue allocation/CRA; Public expenditure reviews/public expenditure tracking; Budget analysis; Generating/developing benchmarking tools; Develop baseline surveys on tax and governance issues; and Opinion surveys.
