    Call for Expression of Interest

    Seeking Consultant for Organizational Review and Capacity Assessment

    1. INTRODUCTION

    The National Taxpayers Association (NTA) is an independent, non-partisan organization focused on promoting good governance in Kenya through citizen empowerment, enhancing public service delivery and partnership building. NTA does this through monitoring the management of public resources, provision of public services as well as partnership building and capacity development of the partners.

    NTA is currently in the process of revising its strategic direction and plan. Consequent to this, NTA is seeking a consultant to review its institutional framework and come up with proposed action points with the following main goal:

    “To clarify the current position, enhance the impact and define the future direction of National Taxpayers Association”.

    1.1. Objectives

    The objectives of developing a strategic plan will be organizational capacity assessment and review with a view of coming up with proposed action plan by:

    • Organization capacity /institutional framework assessment
    • Business process assessment - define the NTA’s strategic priorities
    • Assessing communication, visibility and collaboration mechanism
    • Assessing internal monitoring, reporting and evaluation mechanism
    • Assessing procurement and financial reporting system
    • Assessing fundraising/resource mobilization strategy
    • Reviewing the programmatic strategies
    • Assessing staff capacity and establishment
    • Assessing Knowledge management strategy
    • Assessing the organizational structure
    • Assessing Partnership management structure


    3. SCOPE OF SERVICES

    3.1. Review

    Activity: Review of organizational documents, relating to the structure, finances, staff, management, history, activities, projects and policies of the NTA.

    Aim: To identify current status of the organization.

    3.2. Interviews

    Activity: Consultations with NTA management and other relevant stakeholders, either by in-person interview or phone-interviews.

    Aim: To identify current status, future challenges and individual recommendations

    3.3. Development

    Activity: Development of the Strategic Plan, consisting of the following main sections:

    • SWOT analysis
    • Organizational structure (a practical solution to the institutional framework including an internship management strategy)
    • Proposed action points from the results derived from the assessment areas proposed under the objectives (1.1)

    Aim: To have a Strategic Plan in place, containing concrete proposals for the above-mentioned topics.

    3.4. Reporting

    Activity: To provide the NTA Secretariat with monthly progress updates

    Aim: To have a solid reporting mechanism

    3.5. Presentation

    Activity: To present the Strategic Plan and the result of the review to the NTA Governing Council, the management, as well as the NTA staffs.

    Aim: To have the Strategic Plan and the proposed changes fully understood and embraced by the involved parties.

    4. QUALIFICATIONS

    In selecting the right candidate for this project, the following will be considered:

    • Expertise and experience in; institutional audit, review and strategic planning
    • Knowledge of organizational Development (desired/asset)
    • Understanding of the Non Governmental systems (desired/asset)
    • Minimum of 10 years of experience in the field or organizational development, organizational review and capacity assessment
    • Language skills (English)

    Bidding standards:

    The tender should be no more than 5 pages, and is expected to include;

    • Introduction
    • Background of the consultancy company
    • Proposition on how the project would be conducted
    • Proposed budget line

    CV of consultant/-s involved in the project and examples of previous work should accompany the bid.

    5. PROJECT TEAM

    The project will be headed by the consultant/- s, in collaboration with the NTA team.

    National Taxpayers Association (NTA) Internship
    The NTA is a national, volunteer-based, independent, and non-partisan organization established to improve the delivery of services and the management of devolved funds for the benefit of all Kenyans.

    NTA is in the process of rolling out a volunteer based internship programmes that will avail the graduates with space and opportunity to engage and learn by working alongside NTA staffs. The interns are expected to benefit from not only gaining experience but also from NTAs in-house training programmes. The spaces will be limited and the interns will be based either at the secretariat or at any of the NTAs regional offices.

    The NTA invites applications for the following positions that will be offered on a rolling basis. Kindly propose your preferred workstation in your application.

    Internship 

    20 Positions

    Duty station: Nairobi, Kisumu, Eldoret, Mombasa and Nyeri

    Working language: English

    Type of position: 40 hours a week

    Summary of Responsibilities: To assist NTA staffs in their on-going programme and project work.

    Required Qualifications:

    • Degree in social sciences, political science, development studies, public administration, Accounting related degree or other relevant field
    • Ready to learn and work in demanding environment, collaborating with civil society organizations and international organizations.
    • Fluency in English – both written and oral communication; Good communication and interpersonal skills.
    • Proficiency in the use of Microsoft Office software (MS Word, Excel, etc).
    • Fast learner, self-driven, open to new ideas and hardworking.
    • Team working skills and ability to work independently.
