CDF questions need answers

I read the recent National Taxpayers Association (NTA) report on alleged misuse of public funds with a lot of concern.

The lobby group did a commendable job in reawakening the masses to the huge amount of fraud going on.

However, I felt more angered by the unconvincing response of the chief executive of the Constituency Development Fund (CDF) board.

Instead of trying to hoodwink us through newspapers, the CDF boss should have gone to the field and witnessed the truth.

While he may want to sound accountable and clear with facts, I do not think his facts are enough to assure Kenyans that CDF is not a complete scam, especially within Nairobi.

I take particular issue with the facts given on the Embakasi CDF.

For instance, why would the Embakasi CDF team plan to set aside Sh1 million for a hospital in Ruai and Sh5 million for another hospital in Kamulu?

Unless someone has a hidden agenda or lacks clear understanding of the geography of the area, this poses a big question.

Those who come from the area know that Kamulu is a walking distance from Ruai and therefore two hospitals are a waste of resources.

On the Embakasi CDF office, I wonder why the same arguments as those for the hospitals are resurfacing.

If land is the issue, does it therefore mean that the tendering committee sources for a single parcel and therefore if the deal does not materialise, projects cannot continue? Single sourcing is not transparency at all.

I appeal that either the NTA’s report be taken seriously or the CDF board comes to the ground and organises open forums to convince us otherwise.
