Role of the NTA Secretariat

The responsibilities of the Secretariat are:

  • Provides support to ensure the effective functioning of the NTA activities, NTA Governing Council, Regional Coordinating Offices, NTA Technical Committees, and CMCs;
  • Respond to requests for support and/or information from the Governing Council, Regional Coordinating Offices, NTA Technical Committees, and CMCs;
  • Assisting the NTA Governing Council to organise the Annual Meeting;
  • To undertake capacity building by training the CMCs;
  • Develops and widely disseminate practical tools for monitoring the devolved funds and the delivery of essential services both at district and national level;
  • Provide information to the public through media and other communication channels on a regular basis concerning essential services;
  • Compiling Citizens Report Cards based on submitted reports from Regional Officers' and NTA Technical Committees and CMCs;

NTA Technical Committees

The NTA Governing Council, based on the expressed interests of NTA members, will establish NTA Technical Committees. The mandate of these committees will be to conduct a thorough technical analysis of government policies, programmes and decisions in key areas. For example, NTA members may wish to establish a National Budget Technical Committee with a mandate to review and report on the draft national budget. This committee could also participate in the public budget consultations on behalf of the NTA. NTA members may want to establish another Technical Committee on Taxation Policy and Equity.

Any NTA member will be free to propose the establishment of a Technical Committee, however, it must have a minimum of five volunteer members and a clearly defined mandate before the NTA Governing Council can approve it. The NTA Governing Council will be responsible for ensuring Technical Committees will be established in areas that serve the best interests of the NTA. It must be emphasised that NTA Technical Committees will be voluntary, and therefore their success in providing technical recommendations to the NTA on key issues will be dependent on the commitment of members who join each committee.

Role of the NTA Technical Committee

The role of each NTA Technical Committee will be to:
  • Conduct a technical analysis of government policies, procedures, data and reports regarding the specific area of focus of the committee.
  • Consult with experts in government to collect additional information.
  • Consult with experts outside government to collect additional information.
  • Draft a technical report and formally present it to the NTA.

Constituency Monitoring Committees (CMCs)

Constituency Monitoring Committees (CMCs) will be established for each of the 210 constituencies. Each CMC will have approximately 12 members and four office bearers: Chairman, Vice-Chairman, Secretary, Deputy-Secretary.

The mandate of each CMC will be to hold district service providers and devolved fund managers to account for the use of funds allocated by the central government.

The Role of The Constituency Monitoring Committee (CMC)

The main responsibilities of each CMC are:

  • Review information on official (government approved) levels of funding for all the devolved funds currently operating within the constituency (this information will be provided by the NTA Secretariat).
  • Attend meetings with appointed managers of devolved funds within the constituency to collect information on decisions, achievements and current and planned use of funds.
  • Conduct monitoring visits to project sites, or households, which have been funded by devolved funds to check their status. Find out if the money allocated has been spent in a transparent and effective way.
  • Attend decision-making meetings within the constituency to collect information from communities on their socio-economic development priorities.
  • Organise and make presentations at Citizen Orientation Meetings.
  • Meet with appointed district service providers and managers of devolved funds to demand accountability for the use of government funds.
  • Contribute information on the use of all devolved funds within the constituency to the Constituency Citizen's Report Card.
  • Present Constituency Citizen's Report Card at NTA meetings.
